Sniper Kills Two, Self In West Monroe Incident

WEST MONROE—A mental health clinic out-patient went on a shooting spree here Sunday morning, killing two persons and wounding another before killing himself with a deer rifle.
Dead are Daryl L. Evers, 21, of Jackson, Miss., Ronald Gene Mitchell, 32, of West Monroe; and the sniper, Bob A. Howard, 32.
Police said Howard had been living in the Westwood Townhouse Apartment with his mother and stepfather for about a month. He had moved there from Denver, Colo.
Dr. Ebert Van Buren, psychologist and Ouachita Parish coroner, said Howard was an out-patient at the Mental Health Treatment Center in Monroe. Van Buren said Howard was a “paranoid schizophrenic”.
“He just apparently went berserk,” Van Buren said. “He just started shooting people totally unprovoked.”
West Monroe Police Chief Johnny B. Mitchell said the first two persons shot were apparently fired upon from an upstairs window. The first two were across two parking lots and were fired upon between a center row of apartments and a coin-operated laundry.
Apparently the first person shot was Dane A. Evers, 17, who lives in an apartment at Westwood and had gone out-side to get a helmet off his motorcycle. Mitchell said young Evers, who was shot twice, managed to go along a retaining wall, up some stairs and to the door of his apartment where he called for help. His brother, Daryl, who was visiting for the Easter holidays, went to the door and was fatally wounded.
The police chief said Ronald Mitchell had been coming out of his apartment with his wife and children when he heard shots. Mitchell got his family inside and went to see what was happening, the police chief said.
Shot From Doorway
Mitchell’s apartment was only four doors down from the apartment in which Howard was staying. Howard apparently shot his third victim from the bottom floor door.
Howard then returned upstairs according to police theory, and stuck the 30-30 rife under his chin. Van Buren said the blast “blew his entire face away.”
Police said Howard’s step-father, Dave Mullens, was at work and his mother was at church. Howard had reportedly been cleaning the rifle earlier in the day.
Officials found a letter, a note and a newspaper all apparently related to the shooting. Van Vuren (sic) said the unmailed letter to a friend made reference to his treatment at the clinic and said he was “feeling very schizy.”
A note on the table accused an unnamed person of interfering with Howard and “Joanie” and said “you are responsible for this mess.”
The newspaper was folded to a story about a sniper killing a policeman, chief Mitchell said.
Asst. Police Chief Charles C. Dortch said a box of ammunition was found in Howard’s bedroom with 11 rounds missing. He said police found nine empty shell casings and there were two live rounds remaining in the gun.
Within 6 Minutes
Dortch said the entire incident apparently took less than six minutes. He said officers were on the scene less than five minutes after the shootings were reported at 10:36 a.m. and patrolman Doug Phillips, the first to arrive, reported hearing only one muffled gunshot.
The wounded Evers youth was taken to Glenwood Hospital directly behind the apartment complex. He is expected to recover, Van Buren said, from the wounds in the upper right chest and in the face.
Daryl Evers was shot once, the bullet damaging his heart and lungs, Van Buren said, and he died in the hospital emergency room. Mitchell was reported dead at the scene with a bullet through his chest, Van Buren said.
